no, you just go to their website, and select contact, and you just fill out a questinaire, they are fast they replied to me in less than 2 hours.

I just wanted to thank everybody here, you guys helped me alot even that was really wired what was going on with my RTD but the point is I finally got it, and without you guys I would not know what to do, thank you to all I am on my Way To Germany, bye@all
 
I have got email from German Consulate in New York:

"With the blue REFUGEE TRAVEL DOCUMENT you can travel to Germany without a visa as long as the document is valid for FOUR months after your trip. If the validity expires earlier, you'll have to get a new document from BCIS (formerly INS).

I would like to go here to meet with my sons, which I did not see for almost 8 years. But they need to get a visa, and it not easy. So I better go to Poland, where they do not need to obtain a visa (but I have to)...
