question about second H1B

as far as I know (I'm not an expert) you have a 6 yr H1 period. It's only if you live out of USA for a specified minimum time (I think it's 6 months or could be 1 yr) that your H1 clock gets reset. Then when you re-enter US on either a new H1 from a foreign country or as a student on F1 for the 2nd degree, on reentry you have another 6 yrs if you get an H1
 
You can apply for new H1-B, but not for another six year.

More then six year extention is only allowed if you have immigrant petition pending with USCIS (or LC with DOL) over > 365 days.
