Question about RFI

Does the RFI always come before Biometric? I got my assylum through my wife. ND:12/15/2006. She got her RFI and sent it back on 01/30/2007, now her case is in TSC.

Today I received a letter for Bio 3. They never asked me for RFI, just my wife. Is this normal?
