Question about Premium Processing

I understand that under Premium Processing, USCIS will issue a decision within 15 calendar days in approval, rfe, or denial. I have 2 questions here:

QUESTION:
Let say within 15 days, the application got RFE. Applicant responded to it.
At this point, is USCIS still obligated to respond within 15 days to the RFE's response?

At this point, is USCIS still obligated to respond within 15 days to the RFE's response?
