Question about Pettion I130 for my Mother

Question about I130

I am an American Citizen, I recently applied for my mother to become a resident. The Immigration Services sent my this letter:

"Your I130 IMMIGRANT PETITION FOR RELATIVE, FIANCE(E), OR ORPHAN was received on April 27, 2005. We mailed you a receipt with information about processing. It is taking between 990 and 999 days for us to process this kind of case. We will mail you a decision as soon as processing is complete"

Someone know how long did it really take to get an approval for the I-130? I have to wait 2 years and 7 months to bring my mother here? Somebody know another way legaly to bring her early??

The 990 days is just a default setting in the letters (a setting many wish they would use or remove). for a usc to file I130 app for a parent, approvals have been taking around 60-90 days, depending on service center
 
I checked at "USCIS.gov" the processing dates for the pettitions....

...and the procesings days on I-130 are suspended on February 28th for more than 3 months. Some one know what is happening with Inmigration???? :confused:
