Question about permanent GC

Hi all let me first apologize if this is a repeated question. Here i will list my current timelines so far.

Married to US Citizen 11/8/2005
Received Conditional GC 12/15/06

my questions are:

1)do i file for permanent CG 9/15/08

2)does the 3yr legal status/3yr married to US Citizen rule for faster citizenship

apply to 3 years from conditional or permanent CG.

So basically do i become a citizen in 12/2009 or 12/2011?

1) within 90 days before 12/15/2008
2) within 90 days before 12/12/2009 (you will be eligible to apply for citizenship)

Just to add to PraetorianXI's post, for the citizenship date, you have to be living with your spouse for 3 full years. There is no 90 days early window for that requirement.
