Question about Me(GC Holder) about to marry

HI, I read all the FAQ's and posts and wasn't able to find specific info for my question...

I know all of the steps that I have to take and that is what I have planned but after reading some of the threads...i just wanted to clarify a few things too and ask you guys for advice....

The plan is...
1. Go back to Germany and marry my fiancee over there
2. Then File I-130 and have her join the waiting list for a green card
3. Apply for citizenship
4. If I get citizenship granted, get her a green card right away which is the hopeful ideal plan right now.
5. If i dont get granted citizenship, obviously i will keep reapplying as much as i can, but theoretically.....I guess we will end up waiting in line the 5-7 years that it takes.....no other choice really

OK does the above seem like a good plan? please offer your opinion i would appreciate it.....

And here are my two main questions......

1. when i file the I-130 for her and she gets put on the waiting list, is it true they will not let her visit me? for the whole potential 5-7 years? Because our plan was if it does come to waiting for that long...then she will just visit me sometimes and stay 3 months each time or so..... but i read that they consider that a risk letting her into the country..... so is it likely to happen that she can't visit me for the entire time she's waiting for her green card?

2. Completely different question that should not be associated with my whole marriage plans above.... If my girlfriend or anybody for that matter...comes and stays the 3 months that are allowed or whatever, then goes back, how long does she have to stay back in germany before she can visit the US again for another 3 month period?

I figure there isnt a rule on that but im sure the immigration officers would not approve of that....but i dont know for sure.....do any of you know? thanks
 
1. It is possible that she won't be given a non-immigrant visa. Or, if she travels on a visa waiver program, that she won't be let into the country on suspicion of immigrant intent.

2. If she manages to visit, stays here for three months, she should spend as much time in Germany as she does here so it doesn't look like she is residing in the States.
 
oh, by the way, once you get the citizenship, she doesn't get the GC right away. you need to upgrade your petition, which takes several months, and then an immigrant visa interview is scheduled for her.
