Question about K1 visa and family/child visa that mother filed for my fiance

My fiance's mother applied for the family visa to bring over her two sons from jamaica 2 years ago. My fiance received a letter during the winter saying that his visa was received and would be reviewed. We wanted to apply for the K1 visa but people have been telling him he will not get approved because his mother has already applied for a visa for him. The process for the family/child visa usually takes a while so we wanted to try the K1. Will he be able to be approved? He is 26. thanks.
 
Those people are wrong. He can be sponsored for a K-1 by you even if he has a pending I-130 filed by his mother.

K1 Visa for Fiance/I-134Affidavit of Support

I am a nuturalized citizen and in the process of petitioning my fiance..There is a question in the Form I-134 Affidavit of Support the if a U.S. Citizen through Naturalization, give Certificate No. ---- What #??? is it the A# or the certificate #???? Please Help Me...
Another question 2. Have resided in the U.S. since??? Is it the date you become a green card holder or the day you landed in the U.S.??????

I would really appreciate any comments...
