Question about I-864 no 25.

Hi

I am applying for GC, and my wife which is the sponsor, does not qualify for being a sponsor because she was unemployed last year, so her dad is going to file the I-864A as the household member. My question is, when she files the I-864, on no 25, because she didn't have any income last year does she check the box since she didn't file a tax return? And do you put 0$ on the income line, or you put the household income with the household member's income also?
And also does she have to write a letter why she doesn't have a tax return? Because that's what it says on the instructions form.
Also one more quick question, where they say the I-864A has to be signed before a notary, does the notary have to put their stamp on the I-864A or how does it work?
And do any other papers have to be signed before a notary?

yes, her dad's previous years, we've only been married for like 8 months, and we're pretty young..
 
Yes attach a letter stating that she was a dependent on her Father's returns and had no income as explanation of not filing and since her father is filing I-864A they will see that and be able to verify.
There is a place on I-864 A for the Notary to fill in their information when the Notary will witness her fathers signature.
