Question about I-551 stam on passport

I got my Passpost stamped with I-551. My card has not arrieved in mail. Is it possible that USCIS will not send card because the VISA Numbers have become unavailable now?

Once the passport gets stamped , does it mean that the visa quota has been alloted?

you are fine

once you get stamped you have already been alloted a VISA #. you will get the card, when though is always uncertain
