Actually you do, if you applying for waiver, you taking money from taxpayers. To produce a RTD costs money.
So just pay the fee,

in addition to that, it is OK for him to argue about getting a waiver, although we explained to him that there is no waiver in I-131 and when he read "it is about time" he starts calling us jerks

You guys really need to get jobs. This economic downturn is messing with your head. Here is to the passing of health care reform that covers mental therapy so you can get the help you so desperately need.

your eligibility is 4 years and 9 months from the residence since date on your card which according to you is 08/28/08.

so you will be eligible to apply send you N400 form on 05/28/2013 (28th of May 2013).
