Question about H-1B Approval Process and I-797

I have some concerns regarding my H-1B approval process and here's my situation:

A month ago a big company, which has sponsored many H-1B visas before, sent me an email saying that they want to hire me, but the offer letter had not been finalized because they knew that I need H-1B sponsorship after my OPT expires which is not for another year.

The recruiter said they will immediately ask for H-1B sponsorship approval. What I didn't get is, from whom are they seeking this approval? I assume this is some bureaucracy process within the company. If so, why is it taking them soooo long to get this approval, mind you that it's almost 2 months since my job interview. And until today, I haven't received my offer letter. They kept saying that it is still in the process and the process can be lengthy. Does this have anything to do with I-797 forms? What are I-797 forms?

Any inputs will be greatly appreciated.

---------- the employer/lawyer need to get LCA approved after to send them your all education documents and copy of passport then employer /lawyer file the papers or petition with USCIS for H1 petition approval. once the H1 petition is approved they send you the copy of approval notice and job letter so that you can get Visa stamping from US consulate. employer may have applied H1 with USCIS and it takes the time

but the thing is they haven't asked me for any of those education documents and copy of passports, etc. By the way, what is LCA?

LCA=Labor Condition Application.

If they have not asked your educational documents, degree certificate or work exp letters and copy of your passport I am sure the company has NOT filed H1 for you. look for other company or employer
 
Let me get this straight. So the LCA is submitted along with those documents or after the LCA is approve by the DOL?

LCA is submitted to USCIS service center with H1 petition papers and fees
