Question about form N-648

Hi,

My parents are going to apply for us citizenship this year my question is about my father who has lost one eye during a cataract surgery in 2006 in india he also have a cataract in the other eye because of his eyesight weakness we do not wish to take a chance by having another surgery, he has never learnt english in his life now due to this disability he has a difficult in his vision does this disability qualify for WAIVER FROM US CITIZENSHIP ENGLISH & CIVIC TEST can he apply form N-648

If he qualifies what he should do to get this waiver
