Question about DV-2004 Lottery!!!A friend of mine is a winner!!!

A friend of mine just received a notice from INS informing him that he is a DV-2004 lottery winner.He does not speak a very good english and I am trying to find out what he should do now.
Does he have to look for a lawyer to continue his process?
Can he go by himself to the INS office?
What is the next step in this case?I-765 first and than I-485?
I would like to help him,I don't want him to waste his money with lawyer if he does not have to.Also he is married and has a daughter 14 years old.
Can anyone help us???

Are you sure its DV-2004 or is it DV-2005? Currently Kentucky Consular Center (not INS) is informing winners of the DV-2005 lottery. The interviews for these winners will start this Oct and end Sep. 2005 (only current numbers will be called for interview each month). The first letter they send is a Notification Letter, white A4 envelope, which has a case # on it. This letter will request you to furnish KCC with some info (no need of a lawyer). So, I am confused how he has received something from INS now for 2004??? DV-2004 NLs were sent out between May '03-Jun '03. As for DV, I don't think you will need any lawyer. I suggest you read the notification he received. Here is a website where you can search for more info ( the user Ronald2005 is pretty knowledgeable on the DV).

Thanks for your replay.I am not sure of anything.I did not even see the letter that he received but I will do it.

The only thing I know is that he received this notice last saturday.

I think it is for DV 2005 and what region by the way???
People are waiting for these NLs....me too...
 
Your friend’s situation is not DV-2005 but 2004 DV. I also won the 2004 D V and have received my GC but still waiting for the approval of my wife’s in abroad.
I also a received the letter your friend received. What the state department was saying was that the demand for DV 2004 program higher than the numbers available. Basically C.I.S. wants people in the U.S. to take the selection seriously and act urgently so that they will not loss the privileges of adjusting their status before September 30, 2004.

I'd say it's a bit late to get notifications for DV2004. He should have gotten it last year.
