question about DS 3032

My mother in law who is a citizen of the united states put in an i130 application for her son to come from russia. He is 28 and not married. The priority date for this case is November of 2007. In april 2010 she received a letter from USCIS that the application has been approved and shortly there after she received and he received a letter from NVC that they had received his petition but not to do anything until further notified. On June 18 20010 she received the bill for the affidavit of support and the DS3032. In those papers it explains that the ds3032 is sent out when there is an available visa or likely to be an available one within 9 months. On the processing dates they say they are on June of 2004... so this is a little confusing... Is it bad to get excited that we already recieved the ds3032? Is the 9 month thing usually accurate???
