Question about administrative processing.

Hello.
Please help.
My aunt went for an interview on november of 2008, and consul told her that interview was successful and she can pick up the package and passport in 4 days. After 4 days they called from an embassy and told her that they have not received the answer from Washington.
I called to Washington and been told that the case is under administrative processing. It is already more than 2.5 months.
Questions.
1. Does anyone know what is the administrative processing?
2. What is the average time for that?
3. Anyone with the same issue?

from where are you

1-administrative processing is in your case more Security Check .
2-the average administrative processing is from 0 to 3 monhts.
3- lot of people have Adm. processing.
 
We are in EU.
Is it a security check for the winner or for the sponsor?,i mean after three months will they give the package and passports ?
