Question about 120-days rule, need help

My timeline:
PD: 5/30/06
FP: 07/07/06
ID: 8/30/06 -- interview results: missing docs, decision cannot be made
they received docs on 9/20/06

I had an Infopass appointment yesterday. They did receive all the missing docs. When I asked so when will I hear from you guys, officer told me "The rules have changed." and then she stamped my delivery confirmation/usps print out and wrote: "Docs received 9/20, Officer has 240 days to make decision."

Can anyone comment on this? I though the immigration law says that the waiting time is 120 days and then you can request a hearing. PLEASE HELP! :confused:

The USCIS site says that in case of missing documents the 120 days start when all documents are received.

Marriage certificate which wasn't on the list of documents. I was applying based on 5 years as a permanent resident
