QUESTION: 6. Country of Eligibility for the DV Program

Hi everybody,

I am going to apple dv lottery for my brother, he was originally born in Germany then moved back to Turkey when he was aged 8 but he never had German citizenship, he is Turkish citizen, at the application form question 6 "Country of Eligibility for the DV Program", should I choose Germany or Turkey? both countries are eligible for the DV Program, but i don't know what to choose.
