Query on I-485 Filing

I am a new user to this forum and I have a question regarding I-485 filing.
I have applied for I-140 approval in April '07 in NSC and am still waiting for approval. At the same time my PD has become current. My question is
Can I file for I-485 even though I-140 case is still pending?
Also what is the min and max time for I-140 approvals in NSC?
Any help in this regards will be appreciated.

Yes, you can file I-485 even if your I-140 is still pending. I am not sure about the max and min time that I-140 processing could take.
