Q regarding new H1 and work start date

Hi,
I'm currently working in India and a company in US is sponsering H1 visa for me. If i apply under Oct 2006 quota under normal processing ... when will i be eligible to start working for the company.
1)While the app is under processing, can i attend the visa stamping at Chennai and leave to US once i get the visa?
2)Do i have to go for visa stamping only after the app gets approved? If so, after getting the visa stamping done, do i have to wait till Oct 1 (H1 effective date for this yrs quota) to go to US and staring working?

Oct 1 2006 is the earliest.

No you can not.you need approval for stamp.

you can enter the US 10 days before start date and you can work from H1 start date.
