My mother's situation:
i485 pending
beneficiary died ---> i485 considered dead (1990's)
245i eligible
PL 111-83 happened (2011):
She is the principal derivative of her deceased beneficiary father and qualifies for all the following requirements:
filed FOIA May 2011, processed September 2011
filed Motion to Reopen September 2011
Biometrics October 2011

- a petition or application specified in paragraph (c)(1) of this chapter was pending or approved when the qualifying relative died;
- the alien was residing in the United States when the qualifying relative died
- the alien still resides in the United States
