Proof of U.S. Citizenship and Identification When Applying for a Job Question

My mother is a naturalized U.S. citizen since 1991 and has on occasion been asked to provide her U.S. passport or Certificate of Citizenship in addition to a drivers license and social security card. This seems like an unnecessary step to me as I've (I am a U.S. born citizen) never been asked for anything more than a Driver's License and Social Security. Does anyone know if this is standard procedure for foreign born citizens? It seems kind of discriminatory to me but maybe I'm missing some important reason for this. Thanks in advance for your replies.
 
There could be two reasons that the employer needs to see proof of her US citizenship.

(1) The job requires the candidate to hold US citizenship
(2) The employer wants to confirm she has open employment authorization, which her US citizenship grants her.

For #2, they are probably violating the law if they ask for a U.S. passport or Certificate of Citizenship in addition to a drivers license and social security card, unless #1 is also true or the Social Security card has the employment restriction wording.
 
DL and SS card are good enough if the SS card does not contain any text related to employment restrictions. However, there are many people who came a long time ago that got SS cards without any text restricting employment, that now have illegal status. So I suppose some employers just want to be sure. In this case they should just ask for a passport

A US passport by itself suffices. There is no need for any more verification. She will however, need a SS# to put on the I-9
