YES dude they CAN, if a job at/for the Federal or State Govt you are required to hold US Ctznp or GC in order to be qualify for a job. If you are applying for a job at Federal level you have to hold US Ctznp (in this case GC wouldn't work.) If you applying for job at the State level you would be able to enjoy it with GC or US Ctznp.
