Processing times for new Green Card applications

Hello,

I will be applying for work-based green card this January (2005). I hear there are many new regulations that should make it easier and take less time.
I am new to all this. Could someone please explain to me, given the new rules, what are the steps to go through? And what is the estimated time needed for processing?

With the new PERM law in effect shortly and all the changes in immigration law (about not having to submit the files to states, but just federal level), What should be the timeline for a normal green card process, filed after January 2nd?
Now that the process is streamlined, all the states should have same dateline right? :confused:
Please help.
