Processing time - USCIS definition?

What is the official definition of processing time? Now they are processing 03/04/2002. Does that means they are only sending FP for applicants or actually approving them?
If you contact USCIS that you are waiting for FP (either directly or through attorney/congressman/senator) they tell your RD/ND is ...... and officially it is ....... ? From this, I have to conclude that 03/04/2002 is for asking FP?

Hi iHack1, read this one from Attorney Murthy ...

----------------

Chat User : My lawyer has submitted a case to the AILA Liaison. However, it has been more than a month, and we haven't gotten any response. Is this normal?

Attorney Murthy : Depending on the service center, the nature of the problem, etc, this may be normal. The AILA Liaison, although very helpful at times, is sometimes not able to get the information very quickly due to the file's having been misplaced by the USCIS or some other issue/s or question/s on the case, etc. So, generally, the rule is not to worry but keep reminding the USCIS every 6 to 8 weeks until you get an answer on the status of the case. Also, the general rule is to wait about 4 months from the date mentioned on the USCIS processing chart since the processing date chart only shows when the case has been transferred to the examiner, not the date that all cases have been approved until that date.

 :(

Instead of publishing "a" processing date, TSC should really publish a probability distribution of the current processing date e.g., for cases with ND xx/xx/xx, y% have been approved etc. Don't you guys think TSC would love this idea and immediately implement it!

Thanks FujiS. Sounds like one more gray area. ("transferred to the examiner")

I am sure they will love your idea, but how long do you think it will take them to implement this?

If they have to use actual data instead of a statistic formula, I would doubt that, because it will show the truth - random processing
