Processing time improved for wives for Perm. Residents?

I am Permanent resident, planning to marry abroad. I was thinking that it is going to take several year to bring my wife into US. However, I see the following in the processing times for California Service Center.


I-130 Petition for Alien Relative Permanent resident filling for a spouse or child under 21 January 03, 2008

It says Jan 03.2008. Does that mean, the processing times for wifes of Permanenet residents now only takes 9 months? IS that true? Did something change recently?

It takes 9 months to approve the I-130 petition... and 4-5 years before the Priority Date on that petition becomes current and a visa number is available for her... so total of about 5-6 years.

I am eligible to apply for Citizenship in Jun 2009. So, Is it better for me wait until I get the citizenship and then file the application for my wife?
