Process of visa for law student

My friend is doing Law (LLB) in India, as well as MBA. She is almost finished with both degrees. now very interested in apply for visa for further studies in USA. I am in California, Not sure where and how to start the process, what university to choose from how long will it take to get the visa?
Should i appoint with a Lawyer? or is it easy to handle it without lawyer?
I need help......
