Procedure to get police clearance certificates from cities throughout USA

Hi all
I belong to the July 2007 gatecrash 485 applicants. My category is EB2 India and PD is Mar 2007. I recently got an face-to-face interview call (because both FPs got rejected) and had a smooth experience, except for the requirement of police clearance certificates from all cities that I lived in USA.

I searched the boards and saw that: http://www.canadavisa.com/canadian-immigration-state-police-clearance.html is a good link etc., but this talks about state-level clearance and the officer was talking about cities/local police clearances.

1. What are the steps to get PCCs from local Sheriff depts?

2. I currently live in CA and I have in the past, lived in MD and VA...should I have to go in person to get these? Have anybody gone through such experiences?

3. Some say to get "ink/pad" FPs from local agents and submit to state level police departments...is that an option?

If your fingerprint was unclassifiable by FBI it means your fingerprints were not good. I know a person who got Fingerprints rejected 2 times then 3rd time he went for fingerprints (in MD) and told the problem to fingerprint technician and fingerprint technical applied RIDGE BUILDER LOTION to his fingers and then took the finger prints on FBI finger print Card and showed to his supervisor and then supervisor looked at fingerprint on the card with lens that enlarge the fingerprints so that he can see if they are good or not and found 3 fingerprints not enough to read and he himself then took the fingerprints on FBI Card and then informed the person that now FBI can read his FP and his FP were cleared in 10-12 days by FBI. You can again visit fingerprinting facility near you where you did the fingerprint and request them to take your FP with RIDGE BUILDER LOTION.
