Problems with DS-156 (Cannot find server)

Anybody having problems with the www.evisa.state.gov website??
I have an appointment with the US embassy in Ottawa on Feb 9th and was trying to fill in the DS-156 online to generate the bar code, but I cannot seem to be able to get to the website,
Keep getting Cannot find server or DNS Error
Internet Explorer http 403 error

Its a lousy web-site. I have noticed that I can connect to it properly in late evenings and night EST. During the day its very intermittent
 
Been trying all different times,
Still same error
Page not found error 403
Is there a tel number I can call to find out??
I emailed the administrator as well
