Probability for 2nd letter

I have sent my NL to KCC on 1st week of June'07 and waiting for 2nd letter.

My case # 2008AS00011XXX. I have two question:

i. How much possibility to get the 2nd letter. and if possible when (Month)?

ii. Can i apply for DV 2009??

nobody can predict with scientific certainty whether you will get the second letter or not.

yes, you can apply for DV09.
