Hi,
   I think this response my be too late for you. If you are still looking for a place for fingerprinting here is the information.

There is a fingerprinting place right outside INS office in center city Philadelphia. It is on 16th street and Callowhill. You will see some trailers near the INS office which offer fingerprint and Photograph service. We did our fingerprints there last month. We got the FBI clearance in about 3-4 weeks.
