Of course. A dependant case is the same as a primary case, except that it has one more step to go thru which is approval of primary. My spouse and I generally schedule 2 meetings for our cases.
At Infopass appt, agent will tell the dependant why his/her case is stalled. Even if it is not stalled, the answer will at the very least be 'quota has been reached for fiscal year'. But hopefully the officer will give more info.
