Previous PD: At what stage?

At what stage of filing (140 or 485), we have to provide previous PD proof?

The only time when the PD really matters is with the I-485, so I'd submit it then. It doesn't hurt to do so at the I-140 stage, either.

My attorney told me that they used my previous PD while filing my 485. At that time my current 140 is not yet approved. Some of my friends are telling me that previous PD should be utilized at the 140 stage. If done so, it would reflect on the current 140 approval notice. Thus got confused and posted here for expert opinions.
