What is "Level 2" in preveiling wage? How does this relate to LC categories EB2 or EB3?

Both "Level during LC" and "EB2/EB3 during 140" are dependent upon experience and education required to perform the Job. Higher the requirement , Higher the category.
 
"Level 1" does not necessarily indicate a lack of a master's degree (or even higher) . All it indicates is that the person requires supervision and possibly some assistance to be fully functional in the position. An attorney for example is probably "Level 1" for several years after graduation from law school with a Juris Doctorate. Similarly, a computer programmer may (or may not) be Level 2 and still not have a master's degree or a bachelors and 5 years progressive experience. One thing has nothing to do with the other.
 
Who estimates what Level the LC applicant is? Is it something that your Laywer would request in your application or something that DOL would make a decision on?

It seems, Level 1 is for regular mortals, while Level 2 is more for Supervisor/TeamLeader type of ppl.

The importance of the question is cruisial, preveiling wages between levels (for IT) are almost %50 different.
