Premium Processing

Greetings!
Can anyone tell me how this premium processing for H1B works and what are its advantages.
Do we have to request for it when we submit the initial paperwork or we can request it any time while things are still in process..
Also, How much time it will take to get H1B approval using premium processing/regular processing.

Pay additional $1000, File I907 (you can file it anytime when a regular application is pending). Typically turnaround is 15 days (10 - 30 days range) . Regular processing takes anywhere between 3 to 7 months.

The Premium Processing Program provides the following service at an additional fee of $1,000 payable to Immigration & Naturalization Service :

- The INS guarantees a response within 15 calendar days from the date of receipt.
- If no response is received from the INS within 15 days, the fee will be refunded.
- If the INS requests additional evidence, the 15 day period will start on receipt of this additional evidence by INS.

Premium Processing can be requested at any time during the process.
