Premium processing

When USCIS says it will complete premium processing in 15 days, do they mean 15 days including weekends (i.e around 2 weeks) or 15 days excluding weekends (i.e around 3 weeks).

Including week ends, most of the straight cases approval may be less than 2 weeks.
