Premium Processing? Whom to write the check?

For H1b transfer by premium processing. To whom should the check be written?

The form I907 (to request premium procesing) states that the check should be written to INS..

But my attoney says to write it to department of homeland security.

Can some one answer this asap?

You are right. the check for $1000 should be made out to USCIS (spell it out). I sent a check in last thursday and my H-1 extension was approved the next day. My check hasnt been cashed though. But I dont see any issue with that.
