This is slightly off topic but I think a very interesting read. It is an audit by the justice department into the premium processing offered by INS for H1 applicants. Apparently, the INS got a sharp rap on their knuckles for breaking their promise that premium processing would not affect regular processing flows. If you read through the article there are a couple of interesting points that apply to us as well.

1. VSC is the largest processing center and has the maximum CAO's.
2. VSC also adjucated the maximum number of cases per CAO.
3. The graphs show an exponential increase in waiting time for H1 (maybe something like this audit is happening for 485 also and dare we hope something comes out of it).
4. They made over 136 million dollars in income for premium processing (this is just a part of the total income of the INS and they allocate only 3 million for adjucating cases).
5. A good set of framework to increase the speed of processing offered.
6. (They couldn't resist the money) They have recommened that processing of 140 be offered under premium processing as long as the INS fulfills its promise to the poor people who can't pay for premium processing.

Ah, what the heck, I would bribe somebody to get my Green Card. Premium processing is just offering a legal way of doing it.

Have no idea how corrupt officials in India, but where I come from anything related to government must be "greased" over and over again with bribes if you want anything done on your case. I'm not saying it is a good thing. I'm saying that there are people who live this way.
 
yeh if they can do this for 485 even for 5K i will be happy to jump in.
Guys recall the TATKAL Sale of Maruti and Tatkal seva at passport office.

It is something similar like getting the VIP ticket on paying the money to dharshan the God in Tirupathi. Thousands of devotees waiting for hours in the Queue but the rich people and the politicians getting in there with money power.



I will support the Ghost-rider's suggestion that increase in the I485 fees and add more manpower to complete the process on time.
 
wowGC .. that is exactly what a bribe is, where you pay more to get your things done quick.

About increasing fees, I'm all for it, but 99% of our fee money goes not to procedure betterment, but enforcement at borders, if the money is channelized better, sure increase the fee.

THAT IS EXACTLY WHAT THE PROBLEM IS, don't you see you guys?

They are making 136 million dollars of JUST the H1 premium processing. ONE HUNDRED THIRTY SIX MILLION DOLLARS! Of which they give BCIS 3 million dollars to not just process H1 cases, but also 485, EAD, AP, and the other hundred different classification. The Audit report also mentions (and recommends) offering 140 for premium processing which will increase the income by another 100 million dollars!

Check the graph out, it is a bloody joke! From 20 days waiting for a normal H1 in March last year, the time required has jumped to 130 days.

This is not a bribe, this is EXTORTION! Not just extortion but day light robbery! Take our money, use it for different reasons, and then to prolong our agony, take more money for us under the pretext of EAD, AP etc. etc.

I am so majorly pissed about this thing. GAWD!

aren't the application fees for I-485 or other applications already high enough? some people don't realize (including me) because our companies pay for attorney and application fees. but there there are people who pay from their own pockets.

And adding more manpower? I bet you won't get it even if pay $20000 for your application because your money will actually go for other high-priority things - for example security check for port of entries, buying high-tech iris scanners, developing biometric database etc.
Keep your eyes and ears open. You will realize that BCIS does not think the way we think or expect. They have their own priorities - GC proceessing certainly not one of them.

Ukraine. For those, who are geographically challenged, it is a former republic of the Soviet Union. Pretty much the same, if not worse, situation with bribes is in Russian Federation and majority of the former republics.
