Premium Processing fro change of Status

Is there premium processing for change of status? how long it takes? Ideally, when should one file change of status after 60 days entry into USA, is it true?
 
Yes

If U are changing to any of the H visas You can opt for premium processing.
If you file for change of status within 90 days of coming into US on another visa, then you will be suspected of intent to fraud INS, unless the change of status is logical.
