Premium Processing for Labor Sub case?

I applied for 140 on July 2nd with the original Labor cert. As and when USCIS starts premium processing for I140, can I get my case premium processed even if mine is a substitution case?

Only god knows when the premium processing will resume for I-140 applications. They have messed up big with opening up the flood gates of EB-3 and they don’t know how they can fix it. I am guessing I-140 premium processing will depend on when they reactivate EB3 visa bulletin because it has been frozen since last august.

Assuming they restart PP for 140, mine being a substitution case - will it be eligible for PP? I initially thought that Substitution 140s are not eligible for premium processing but browsing through some other threads here indicate that it is possible if I had initially submitted the original labor with the application.

Can some one please help?

Thats what I thought until I stumbled upon a thread. Here the user says it's possible to do PP if the LC substitution is done using the original Labor certification.
