Have the USCIS started premium processing for I-140 ? I thought they had but my lawyer says they have not. Can somebody pl confirm ? thanks a bunch!

I think it yet to start. It would start when USCIS formally announces on their website about the same.
Also note not all categories qualify for premium processing.
EB-2 (skilled worker) doesnt qualify for the same.

EB1 petitions for aliens of extraordinary ability, outstanding professors and researchers, and multinational managers and executives;
EB2 and EB3 petitions based on approved labor certifications (petitions for EB2 national interest waivers are specifically excluded from eligibility for Premium Processing service).
The rule also authorizes Premium Processing Service for:
Applications for employment authorization (I-765) for individuals who have pending I-485 adjustment of status applications based on an employment based visa petition;
Applications to extend or change a nonimmigrant status for dependents (I-539).
