Based on recent news, USCIS claims that visa numbers have been allocated to many pending cases (which is the reason for July VB fiasco) and is planning to adjudicate by this september.

Based on above, for October, conservative date should be 2003/2004 (liberal = 2006).
After that It should move based on how many cases are there with old PDs. Good thing is labor substitution plague will expire on July 16th 2007 (an auspicious day for law abiding GC waiters).
