While filling out my grad school application I came a cross a question under Resident Status. It asks for the PR# if you choose "Premanent Resident." Is this our A#, a number that can be found on my temporary I-551 form, or something I have to wait and see until my GC comes in the mail.

By the way, what is a "Welcome letter"?

I would bet that this meant the A number. I am not sure what they mean by :" welcome letter"

the brochure the INS used to give new immigrants telling them about the USA. I believe they stopped a while back. Where did you find that reference?

I have personally used the A# for the grad school applications and fellowships. No questions asked-all schools accepted me as if I were a PR. I did the same as an undergraduate and there was also no problem.
 
Yes, asylees and refugees ARE lprs for higher education purposes. Colleges are not supposed to make a distinction.

I think it's a letter that INS send out to immigrants prior to receiving their Green cards; letting them know that their GC has been ordered and will be arriving soon. Has anyone gotten those "Welcome Letters" prior to receiving their plastic cards?
