PR card - need personally pick up or being mailed to?

I read some threads of this forum and found different stories. Some say you need to personally pick up the PR card. Others say that CIC will mail to your Canadian address.

Which case is true or more likely? What criterion is CIC based on when they make decision to ask to you pick up or send it to you?

For newly landed imigrants they mail to the mailing address which was provided at the time of landing. For immigrants landed earlier then March, 2003 (I am not sure abt date) they have to pick up their cards personnally from CIC centers.
The PR card for newly landed imigrants is received on the avg of 3 to 6 weeks time frame.
 
For immigrants landed earlier then JUNE, 28, 2002 has to apply for PR card IN Canada, and Pick up the card from local CIC personally going to that CIC office with letter when they mail you a letter for pick up date.
