pp stamped and question

Got our passports stamped on 11/23 at Sacramento. Got there by 5.30 am. They opened at 7.00 and we got our stamping by 7.45. They requested the courtesy copy when I presented the original.
THey also took out EAD cards and the I-94 and did not give them back. Is that usual? Aren\'t we supposed to hand them over when we fly out? Or do we not need to fill out I-94 when we fly in the next time?

GC holders need not fill I-94 and doesnt need to surrender I-94 ( old ) while travelling back to home country
