Post I-130 questions need some assistance

Hi, i applied the i-130 application for my parents, which got approved, then i got a letter in the mail telling me i need to pay for the VISA on this site: http://travel.state.gov/visa/immigrants/info/info_3177.html

Which is done.
Now it says that i need to send the proof of payment aka coversheet with the affidavit of support. I didn't realize i had to do that i was thinking after approval i can file for I-485.
Am i doing something wrong?

I-485 is for people inside the U.S. who are applying for adjustment of status.

VISAS are applied for at a Consulate by beneficiaries who are abroad.

Where are your parents?

They are abroad Kuwait to be exact. What are the next steps

Once you have paid NVC and had your I-864 approved, NVC will forward the package to whatever consulate handles your parents' residence. The consulate will make contact with your parents or whoever that has been designated as an agent. Make sure contact information is up to date. Your parents will need to file applications for visas with supporting documentation as directed by the consulate and form instructions. They will need medical exams and police clearances as directed by the consulate. See the state department website for their local procedures or they may need to contact the consulate for specific instructions.

Unless you will fly abroad and hold their hands for X # of months, you have little left to do. Just comply with the instructions you have received.
