Possible to derive US citizenship

Here is the situation with my friend:

-Father was a PR but died before being able to take oath during naturalization application, so he's not citizen
-Mother was a PR too but not citizen, who had died as well
-Step-Mother (2nd wife of his own father) was a US citizen

My friend was born overseas, can she derive US citizenship from her step-mother?

Meanwhile, she understands that she can have her own US-born citizen sister to petition for her green card, but it will take over 10 years, so this is not feasible.

Is your friend under 18? If so who is her legal guardian? The step-mom?

If the answers to these questions is no, then she cant get a GC or derive CZ . If yes then you can explore it furthur
