Both Canada and the US immigration are well aware of this concept of safe harbour practice by using what some think of PRGC interchangeability. You cannot legally and honestly have both since they have mutually exclusive minimum stay requirements. My question would be "do you want to be a Canadian or not?" How can someone honestly meet the citizenship requirements of Canada and maintain the in-country status of the US for a GC. (Can\'t be done, why would one want to)? Oh yeah, Canada and US officials do talk and share records... frequently. If there are questionable stories, they will become part of a permanent record tied to that unique number at the bottom of your passport, the one that never changes. If your integrity comes into question, so will any citizenship applications.
