No, that's why they allow everyone to decide the language they will be interviewed in. I haven't seen anyone to be refused for not knowing English. I did see however lots of people approved who did not know English at all.
Still, poor English skills demands more proof of support and money in your bank account, obviously. Chances that you will become a public charge are much higher and they will think twice before granting you a visa.
