Police Clearance Certificate for parents

I am required to submit Police Clearance Certificate for my parents DS230 form.

My parents have lived for long durations in multiple cities more than a decade back. It is not humanly possible to get Police Clearance from those cities without traveling there.

Has anyone experienced this situation? Any advice will be greatly appreciated.

Did you contact the relevant consulates/embassies of the countries where your folks lived?

Sorry for not being clear.... they have lived in many places within India. Different states where they do not have any contacts anymore. They are in their current location since 1991. But do we still need Police Clearance from states where they lived in 1980s? Thankyou

That is the question i am trying to get answer. I was asked to submit fee online and the follow 'online instructions'. The Website points me to page http://travel.state.gov/visa/immigrants/info/info_3195.html#police
...which indicates that parents must furnish Police Certificate for every play of residence since age of 16years.

HOWEVER

if you go to http://travel.state.gov/visa/frvi/reciprocity/reciprocity_3582.html
...and scoll down to "Police Certificates" section, you will notice that you only need Police Certificate from District of 'applicants' current address'. So, i am not sure which one is accurate. Thanks for your attention.
 
I was issued a PC by the Pakistani consulate in Toronto that covered all my residence in Pakistan, which included multiple cities. That document sufficed for my K-1 visa. Has the consulate specifically asked for separate PCs from all the different states your folks have lived in?

Yes. The link http://travel.state.gov/visa/immigrants/info/info_3195.html#police has a table which states following:

IF the applicant…
lived in a different part of their country of nationality for more than 6 months
AND was 16 years or older at that time

THEN the applicant needs a police certificate from… the police authorities of that locality.
